This page serves as public notice about development projects currently being reviewed that require a public notice period, such as SEPA or Conditional Use processes. Small projects, like a single-family home, or commercial renovations are unlikely to need a public notice period during their permit reviews.  Please read the following information to find out more about each project.

SEPA-24-001, CU-24-001

R & K Adventures LLC is proposing to build a 16-unit townhome development at 2061 Jackosn Highway, Chehalis, WA 98532

Project Description: A new 16-unit multi-family townhome development is proposed with water and sewer extensions, site lighting, off street parking, landscaping, and a solid waste enclosure. The site is approximately 1.42-acres fronting on Jackson Highway and development of the site will include 2,570 CY of cut, and 1,650 CY of fill. Material will be brought in from the local DNR approved mining operation.  Please see related documents, here.

SEPA-23-006

Ron Travers/Travers Electric is proposing a new self storage facility at 110 Sturdevant Rd, Chehalis, WA 98532.

 

Project Description: A new mini-storage facility with standard enclosed units, as well as covered parking for larger vehicles. Site also will contain an office building, parking areas and covered wash bay. 1,690 CY of Cut and 23,200 CY of fill proposed. 3.25 acres of new impervious surface. SEPA-23-007

Kirk Vigre is proposing a new 96,000 SF logistics building and 10,200 SF office building at 1737 Bishop Road, Chehalis, WA 98532

Project Description: The proposal consists of a new 96,000 SF logistics building and 10,200 SF office building on 15.12 acres with 9.06 acres of total new and replaced impervious surface, along with 127 total associated parking and stormwater facilities. And 548 linear feet of street frontage. The project proposed 6,750 CY of cut and 45,000 CY of fill. Please see related documents, here.

SEPA-24-002

Cities of Centralia and Chehalis, in regard to new groundwater rights with a combined quantity of 6 million gallons per day. 

Project Description: The Cities of Centralia and Chehalis have applied to Ecology for new groundwater rights with a combined annual quantity of 6 million gallons per day (MGD) to serve future growth demands in their water service areas.  Centralia’s application G2-30763(A) seeks 3,125 gallons per minute (gpm) and 3,360 acre-feet per year (AFY) of groundwater and Chehalis’s application G2-30862 seeks 3,125 gpm and 3360 AFY of groundwater. Groundwater production for both Centralia’s and Chehalis’s applications will be from the Centralia Outwash Gravel Aquifer from existing and additional wells located in the City of Centralia.  The cities plan to mitigate pumping impacts on surface water through a 1:1 purchase of Skookumchuck River mitigation credits from the TransAlta Trust Water Bank under #CS2-14966C.  Centralia will supply Chehalis with up to 3 MGD through an existing intertie. SEPA-23-008

Raindrop Properties, LLC is proposing 86 multi-family units and a 5,600 SF commercial office.

Project Description: Application for remaining portion of project in relation to SEPA-23-004. This portion proposes development of 86 multi-family units, 195 parking spaces, and a new 5,600 SF commercial Office building. Steepest slope on site is approximately 50 percent. The proposal will include 20,880 CY of cut, and 33,500 CY of fill, fill material will be from local DNR approved mining operation.

Notice of Application for Comprehensive Plan Map Amendments

Date of Notice: January 26, 2024

Project Name: City of Chehalis 2023 Comprehensive Plan Update

Project Description: The city of Chehalis is considering applications for multiple Comprehensive Plan Map amendments as a part of the 2023 annual comprehensive plan update.  These amendments are intended to align the Comprehensive Plan with ongoing and future development initiatives, and to update the Urban Growth Boundary (UGB) mapping to reflect the adopted UGB by Lewis County in Lewis County Ordinance 1337, November 2022.

New Chapter 17.08 Chehalis Municipal Code - Landscaping

NOTICE OF PUBLIC HEARING

TOPIC:  Creation of new Chapter 17.08 Chehalis Municipal Code - Landscaping

The City of Chehalis is proposing to add landscape and tree preservation standards to title 17, Uniform Development Regulations as a new chapter 17.08.  Public input at the Planning Commission will be accepted and the Planning Commission may make a recommendation to the city Council for further public input and action on the proposed code additions.

SEPA-23-005

The City of Chehalis is proposing amendments to Chehalis Municipal Code Chapter 12.04.

Project Description:

This is a non-project action.

Amendments to the Chehalis Municipal Code (CMC) Chapter 12.04 to include administrative changes to the process of adding, deleting, or otherwise modifying the provisions of the city’s engineering standards. The proposed amendments add clarifying language which requires frontage improvements along “All WSDOT functionally classified Arterial and Collector roads” in addition to the current list of required roads as outlined under CMC 12.04.110(B)(1).

VR-23-001 & SEPA-23-004

Raindrop Properties has requested a variance to construct a public road and utilities from NE Kresky Avenue to the subject property. 

Project Description:

The project includes converting an existing private access road to a new Commercial Collector public roadway from NE Kresky Avenue to the subject property and existing commercial development on the adjacent parcel to the south. The applicant is requesting a variance to expand the standard right-of-way, reduce the standard pavement width, remove the parking land requirement on both sides of the proposed road, increase the max grade to twelve percent (12%) from ten percent (10%), and reduce the sidewalk requirement from both sides of the road to only one.

Public Hearing on proposed changes to CMC 2.66 

Historic Preservation Ordinance 

NOTICE OF PUBLIC HEARING

HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission will be holding a public hearing to take testimony on proposed changes to CMC 2.66 Historic Preservation Ordinance.  After taking testimony, the Commission will deliberate before making  a recommendation to the City Council to adopt, adopt with changes, or dy the proposed code changes.  The hearing will be held on May 18, 2023 at 5:30pm in the Chehalis City Council Chambers, 350 N. CRG proposes to construct an industrial warehouse at 0 Rush Road. Parcel No. 017800014003

The proposed project will construct an industrial warehouse use building totaling approximately 552,000 square feet on an approximate 34.06-acre Light Industrial (LI) zoned site located on the southeast corner of Jackson Highway and Rush Road. The project will also include clearing and grading activities, installed utility piping over 12 inches, paved parking and truck maneuvering areas, landscaping, stormwater facilities, water and sanitary sewer extensions, water tank, frontage improvements along Rush Road and Jackson Highway, franchise utility extensions and compensatory mitigation.

Twin Transit proposes to construct a new hydrogen fueling facility at 1697 Bishop Road.  As per CMC 17.78 this is a permitted use in this zone.  The project includes a new access road and driveway, grading, utility installation, and installation of prefabricated hydrogen production and fueling equipment.  Lewis Co Parcel number 017758002000, parcel size 1.94 acres, 84,506 sq ft.
